Solar panels do not add a standard number of EPC points. The same size array can produce a different Energy Efficiency Rating on two rental properties because the calculation also depends on floor area, roof orientation and pitch, shading, the system capacity, whether it serves the dwelling and every other input in the assessment.

For a landlord with a D-rated property, the useful question is not "How many points does solar add?" in isolation. It is whether a correctly specified and evidenced PV system is the lowest-cost credible route across that property's score gap when compared with better evidence, heating controls, insulation or another suitable measure.

Government guidance on domestic EPCs explains that the rating is produced by approved software using property data and standard performance tables. It is an asset rating of the building and its services under standard assumptions, not a direct reading of the household's electricity bills.

The current approved methodology notice identifies RdSAP 10 for existing dwellings in England and Wales. RdSAP calculates the whole dwelling again when an input changes. Solar is therefore not a coupon worth a preset number of points: its modelled contribution interacts with the particular property.

What determines the EPC effect of solar PV?

The June 2026 RdSAP 10 specification lists the PV data used for an existing dwelling. That makes five questions especially important before anyone quotes an EPC gain.

  1. How large is the array? Where reliable capacity information is available, the assessor can record peak power in kWp or declared net capacity. Where those details cannot be established, the conventions provide a roof-area route in limited circumstances.
  2. Which way do the panels face, and at what pitch? The assessment distinguishes orientation and several pitch bands. A south-facing pitched array and a heavily shaded north-facing array should not be assumed to have the same modelled generation.
  3. How much overshading is present? RdSAP records very little, modest, significant or heavy overshading. Nearby buildings, trees and roof geometry can therefore affect the calculation as well as the practical solar design.
  4. Does the system serve this dwelling? The assessment records whether the PV is connected to the dwelling's electricity meter. This can be particularly important for flats, shared roofs and arrays serving more than one building or dwelling.
  5. What is the starting property model? Floor area, heating fuel and efficiency, hot water, insulation, controls, lighting and the starting score all affect the final rating. A D-rated property at 68 needs a different decision from one at 55.

The evidence that helps an assessor record solar correctly

The official RdSAP 10 conventions say the array's peak power can be taken from system specification documents or a schematic wiring diagram. If peak power cannot be found, declared net capacity on the MCS certificate may be used. Connection to the dwelling's meter must also be verified through a PV generation meter or documentary evidence.

Before the EPC visit, keep the installation certificate, system specification, schematic, commissioning information and any documents showing how a shared array is allocated. Make sure the address and system details are legible and consistent. Add these to the wider EPC evidence pack for the property. The assessor must still decide what evidence is acceptable and apply the current conventions.

When solar may be a credible D-to-C route

Solar may deserve detailed modelling where the roof is suitable, the array can serve the dwelling, the landlord wants on-site generation for wider reasons and the property needs an improvement that PV can credibly supply. It may also suit a planned package in which roof work, electrical work or other energy upgrades are already being coordinated.

A rating calculation is only one part of the decision. Roof condition, structural suitability, planning constraints, electrical capacity, warranties, tenant arrangements, export terms and maintenance still matter. When solar may not be the first move

Solar should not be treated as an automatic answer where the current EPC contains material assumptions, the roof is shaded or due for replacement, the array would serve communal supplies rather than the assessed dwelling, or a lower-cost evidence or controls route has not been checked. A generic installer estimate of points is not a substitute for modelling the actual property.

Start with the current D-band score and gap to C, then compare PV against the complete D-to-C assessment route. This keeps the investment decision tied to the score gap rather than a national rule of thumb.

A practical way to test solar before commissioning it

  1. Obtain the current EPC and note the numerical score, recorded renewable systems, recommendation sequence and any material assumed or not-inspected entries.
  2. Get a property-specific solar design with credible capacity, roof-plane, orientation, pitch, shading and meter-connection information. Do not rely on a system-size headline alone.
  3. Ask for a before-and-after EPC model using the same accepted baseline inputs. Treat the result as an estimate until an accredited assessor completes and lodges the new assessment.
  4. Compare the installed cost, disruption, roof risk and wider value of solar with the lowest-cost credible alternatives. Keep the EPC consultant's role separate from the installer contract and any funding decision.
  5. If work proceeds, preserve the evidence and decide when a new EPC after improvements is commercially useful or required. Installing panels does not alter the existing lodged certificate by itself.

Current EPC points and the 2030 landlord standard are not the same question

The government's response on higher standards for privately rented homes confirms the policy intention for compliance by 1 October 2030 and a transition route for an existing-style EER C lodged before 1 October 2029. The future standard uses new headline metrics, and the necessary legislation and detailed Home Energy Model implementation still matter.

Do not assume that a quoted current RdSAP point gain predicts the future effect of solar under those new metrics. The prudent decision is to assess today's credible route using today's approved methodology while avoiding claims about final product-level effects that government has not yet settled.

There is no reliable universal figure. Capacity is only one input. Orientation, pitch, overshading, meter connection, floor area, heating and the rest of the property model affect the rating. Use a before-and-after calculation for the actual dwelling.

Can solar panels take an EPC from D to C?

They may contribute enough on a suitable property, but that cannot be promised from the band letter or array size alone. Confirm the starting score, accepted inputs and proposed PV details in the same model before committing to work.

Does an MCS certificate guarantee that solar will appear on the EPC?

No. The RdSAP conventions allow declared net capacity from the MCS certificate where peak power cannot be found, but the assessor must also establish the system and its connection to the dwelling under the applicable evidence rules.

Do solar panels change an existing lodged EPC automatically?

No. The existing certificate remains as lodged. An accredited assessor must complete a new assessment using accepted evidence and lodge the result before the registered rating changes.
